The Government of Albania views this situation as an opportunity to develop and place youth at the center of sustainable development. Precisely for this reason, a State Minister responsible for Youth and Children was established. Increased intergovernmental cooperation, i.e. cooperation among the local government, donors, and other stakeholders, would make this an excellent opportunity.

This strategy aims at making the development of youth a matter for youth themselves and creates opportunities for youth to make positive changes to their lives, and effectively invest in their future, through increased participation in the country’s life.
